first_imgA judge barred former public relations executive Douglas Dowie from introducing the results of a privately administered polygraph test at his upcoming trial on charges that he ordered staff to bill the city more than $300,000 for work that was never done. Dowie, the former general manager of the Los Angeles office of St. Louis-based Fleishman-Hillard, can present the results only by testifying at his trial, which would allow prosecutors to cross-examine him, U.S. District Judge Gary A. Feess said. “His testimony will then be subject to scrutiny under the same standard as any of the other witnesses in this case,” Feess wrote in an opinion released Wednesday. But Feess said the results reflected what Dowie was thinking when he took the test rather than when the alleged fraud occurred. In July, Steven Sugerman, Fleishman-Hillard’s former Los Angeles public affairs chief, pleaded guilty to three counts of wire fraud. He faces up to 15 years in prison but prosecutors agreed to recommend leniency in exchange for his cooperation. Dowie is scheduled to stand trial Nov. 15 along with John Stodder Jr., the executive who replaced Sugerman. Stodder also has pleaded not guilty to the charges. last_img read more
